Debbie Shon is a partner in Quinn Emanuel’s Washington D.C. office. Before joining the firm, Ms. Shon served as vice president of international trade and global public policy at United States Steel Corporation. While there, she managed all trade enforcement actions and led the company’s global public policy initiatives. Prior to that, Ms. Shon served as managing director and general counsel of BYS Investments. She was also chosen as the Assistant U.S. Trade Representative for Intergovernmental Affairs and Public Liaison during President Clinton’s first term.
For over a decade, Ms. Shon taught international trade policy and international business at the University of Southern California. She was a partner at the law firm of Manatt, Phelps & Phillips and also served as Senior International Commercial and Corporate Counsel at Latham & Watkins and at the Australian firm Allen Arthur Robinson. Ms. Shon also advised the Socialist Republic of Vietnam on the revision of its commercial code, the Economic Community of Western African States (ECOWAS) on international trade issues and the Organization of American States (OAS) on specific issues in the Doha Round of the World Trade Organization. Ms. Shon also prepared a lecture series on international commercial transactions for the Republic of Indonesia.
