Hartman joins the firm from the US Attorney’s Office SDNY and brings unmatched expertise in securities and commodities fraud litigation including accounting and disclosure fraud, market manipulation, insider trading, and fraud involving digital assets.
NEW YORK, NY – Quinn Emanuel Urquhart & Sullivan, LLP, the global litigation powerhouse, today announced that Scott Hartman has joined the firm as a partner in its New York office. Mr. Hartman’s expertise in securities and commodities fraud litigation, including groundbreaking prosecutions involving cryptocurrencies and digital assets, will further the firm’s ability to serve its clients in complex and high-stakes legal challenges.

Hartman comes to Quinn Emanuel from the U.S. Attorney’s Office for the Southern District of New York, where he served as Chief of the Securities and Commodities Fraud Task Force for over three years. In that role, he supervised hundreds of investigations and oversaw several high-profile trials, including a nine-week trial that resulted in the conviction of a prominent hedge fund manager for market manipulation, and a one-month trial that led to the fraud conviction of the chief executive officer of a large cryptocurrency exchange. He also played a leading role in prosecuting the first criminal cases involving insider trading in digital asset and market manipulation on a decentralized crypto platform.
Before serving as chief of the Task Force, Hartman served for eight years as an assistant U.S. attorney in the SDNY. During that time, he led the investigation and prosecution through trial of a wide variety of securities fraud and other federal cases, including the prosecution of a sitting congressman for insider trading.

Scott Hartman is a graduate of Yale Law School, where he served as Notes Editor of the Yale Law Journal and Columbia University. He has also received the Attorney General’s Award for Distinguished Service and has briefed and argued multiple appeals before the Second Circuit.
