Tina Liebscher is a German qualified attorney (Rechtsanwältin) and Counsel in Quinn Emanuel’s Mannheim and Berlin offices. She advises on regulatory matters in connection with entrepreneurial activities in Germany and the European Union and handles respective administrative proceedings and litigation. Her practice covers all aspects of administrative and regulatory law. She further advises on antitrust and competition law matters and handles respective litigation.

She inter alia focuses on technically complex or innovative products and services subject to specific regulatory requirements.

Tina advises companies on issues including safety-, performance-, and design-related requirements for products, CE marking, approval and conformity assessment procedures and market surveillance procedures.

She has many years of experience in advising OEMs and suppliers on various issues of international and European type-approval law. She has represented a major European OEM in administrative proceedings and litigation against the German Federal Motor Transport Authority (Kraftfahrt-Bundesamt), besides advising on investigations and administrative proceedings initiated by different authorities of other European Member States and third countries and contributing to the global coordination of such proceedings.

Tina further advises on national and European medicinal product and medical device regulations as well as chemicals and batteries regulations, including corresponding approval and market surveillance procedures. In addition, she advises on telecommunications and media law issues and has represented companies in respective proceedings against state media authorities (Landesmedienanstalten) and before administrative and civil courts. She also advises on gambling law issues. She further handled numerous claims against German and European authorities based on freedom of information laws and advised companies on protecting their confidential business information within such proceedings. She also advises on issues related to investigations by German and European parliamentary inquiry committees.

Tina also advises on antitrust and competition law disputes with a particular emphasis on damages litigation and has extensive experience in that regard.

Tina also represents HNWIs in disputes relating to various issues.

Prior to joining Quinn Emanuel’s Mannheim and Berlin offices as Counsel in 2023, she was a local partner in the public law team of another international law firm and worked as in-house counsel for an internationally operating industrial supplier where she focused on regulatory issues.

During her legal studies, she put an emphasis on international and European law.
